	The Ministry of the Interior and Safety (MOIS) hosted the first “Digital Government Globalization Center” forum on April 3 (Wednesday) to help Korean businesses expand their presence overseas in areas related to digital government services.


 ○
 The forum is aimed at introducing official development assistance (ODA) projects in the digital sector to companies interested in expanding their presence in the global digital government sector and exploring ways to boost the expansion.



 ■ 
 Held under the themes of “Overseas Expansion Support Policies” and “Best Overseas Expansion Practices,” the forum was joined by around 100 ICT businesses interested in overseas expansion, including Naver Cloud and Kakao Enterprise. 



 ○
 First, the forum covered the Korean government’s policies related to overseas business expansion for enterprises.

 The MOIS and the National Information Society Agency (NIA) currently operate “Digital Government Cooperation Centers” in eight partner countries, dispatching experts and operating local offices, researching digital government policies, and piloting projects in collaboration with partner governments.

 Through the forum, the MOIS shared the latest trends domestic companies are interested in, such as overseas bidding information in the digital sector, and discussed mutual cooperation and overseas expansion strategies in different countries.

 The Korea Trade-Investment Promotion Agency (KOTRA) and the Korea International Cooperation Agency (KOICA) also overviewed their support programs and country-specific cooperation projects for Korean companies seeking expansion.

 The section on best expansion practices highlighted the experience of Korean businesses that accessed overseas markets.

 Korea Minting, Security Printing &middot; ID Card Operating Corp shared the export status of the blockchain-based Korean Digital ID (K-DID) and the progress on the digital identity card system development in the Philippines.

 Naver Cloud participated in “ICT EXPO 2023” in Mongolia and shared its experience in discovering opportunities for overseas expansion of the educational Whale platform, which collects and provides educational services required for classes such as class tools, collaboration, and student management.

 In addition, TG gave a presentation on its participation in the Botswana government’s enterprise architecture (EA) development project and follow-up projects, announcing its plan to enhance information sharing and mutual networking.

- The service offers statistical maps showing the distribution of vulnerable groups in areas with high risk of typhoons, floods, or landslides.

Statistics Korea has completed the development of the &ldquo;Natural Disaster Statistics Map,&rdquo; which provides access to geospatial statistics related to natural disasters in Korea. The map will be open to public starting on April 25 at the Statistical Geographic Information System (SGIS) website (http://sgis.kostat.go.kr).

The service primarily offers a statistical map of disaster-prone areas by combining geospatial statistics with information on the impact range of disasters.

- The geospatial statistics is developed based on population and business census data from Statistics Korea, building register from the Ministry of Land, Infrastructure and Transport, and the farm map from the Ministry of Agriculture, Food and Rural Affairs.

- The disaster impact range is linked with weather reports from the Korea Meteorological Administration, the flood risk map from the Han River Flood Control Office, and the landslide risk map from the Korea Forest Service.

- Key information offerings include vulnerable groups (elderly, etc.) and areas, microentrepreneur business information, underground spaces and dilapidated buildings, and rice paddy, crop field, and orchard areas.

The disaster-prone areas currently consist of areas affected by typhoons, floods, and landslides, with a plan to add heat waves to the list, reflecting its growing severity in recent years.

The map will be linked to the &ldquo;Life Safety Map&rdquo; in collaboration with the Ministry of the Interior and Safety (MOIS) for improved public access and available on local government websites.

The Korea Communications Commission (KCC), the Ministry of Science and ICT (MSIT), the Presidential Committee on the Digital Platform Government (DPGC), and the Overseas Koreans Agency (OKA) signed a memorandum of understanding (MOU) on March 11 (Monday) for “Improved Accessibility and Convenience of Overseas Koreans Using Korean Digital Services.”

Since the abolition of the Public Internet Personal Identification Number (Public I-PIN) service in 2018, overseas Koreans without Korean mobile phones have faced a lot of inconvenience with non-face-to-face identification. Thus, there have been various demands to solve this issue.

To address this issue, the OKA has launched the “Non-face-to-face Identification System for Overseas Koreans” project, which allows overseas Koreans without Korean mobile phones to conveniently access Korean digital services using non-face-to-face identification, such as e-passport and overseas residence information, without visiting Korean government offices or overseas diplomatic missions. The agency has been engaged in working-level consultations with the relevant ministries and agencies to implement the project.

※ The project includes system development and a pilot service for overseas Koreans with Korean resident registration numbers in 2024 (around 2.4 million in total), with plans to improve and expand the service further through inter-ministry collaborations.

The MOU is aimed at building a system of mutual cooperation for effective implementation of the “Non-face-to-face Identification System for Overseas Koreans.”
To this end, the ministries will cooperate with each other to provide the following services with tangible impact on overseas Koreans while fulfilling their respective roles, including establishing and implementing policies for non-face-to-face identification of overseas Koreans and establishing and operating a non-face-to-face identification system (OKA); establishing non-face-to-face identification methods including e-passports (KCC); issuing certifications to overseas Koreans and helping them access the service (MSIT); supporting the creation of a convenient environment for overseas Koreans to use digital services (DPGC); and providing e-passport information (Ministry of Foreign Affairs).

※ The pilot project is scheduled for launch in the second half of this year.
