❖ Mr. A runs a mobile service agency. It has always been cumbersome to check and process every paper document that customers sign for a plan. Now, with electronic certificates, he can safely help his customers without having to keep paper documents.

❖  Ms. B was looking for a part time job, and saw an ad for a helper position at a store. At the interview, he used his smartphone to present his National Health Insurance certificate as well as his work experience. The store owner decided to hire him on the spot.

The Ministry of the Interior and Safety (MOIS) plans to promote the use of “mobile electronic certificates” among business owners. 

Mobile electronic certificates have been replacing paper documents for services close to people’s lives, including financial services, mobile services, and service subscriptions.
Users can have electronic certificates issued using mobile apps, and use the certificates at banks and stores as well as administrative/public institutions including universities and public corporations. 

Since the service was launched in December 2019, a total of 10.22 million mobile electronic certificates have been issued as of the end of January 2023. 
The annual number of issuance soared between 2021 and 2022 from 1.08 million to 6.70 million, after allowing users to access their electronic certificates via 33 public/private apps including Naver and KakaoTalk, as well as Government24.

The MOIS plans to streamline job application and financial service processes further, by encouraging small and medium businesses to replace paper documents with electronic certificates.*
 * Business registration, tax certificates, corporate registration certificates, and other certificates and confirmations for business owners

 

 

❖  In order to apply for a loan or a job, users had to print out the required documents, and submit them in person or by mail. Electronic certificates allow users to have the required certificates issued using smartphones, and present them to the relevant institutions.

The government uploaded a clip explaining the process* for business owners to access electronic certificates submitted by customers, and how to use the electronic certificates-linked standards.**
* Visit the Electronic Document Wallet (dpaper.kr) → Log in (corporate authentication certificate) → Enter the access number (6 digits)
** Application programming interface for obtaining electronic certificates using internal systems, etc.
